Add savage shot, only distracting isn't going to do it. Rather use something like Wilderness Survival=10+2, Expertise = 11+1+1, Marksmanship = 10+1 or 10+2. If you're going for damage with IA then 9 MM isn't going to cut it.

You could go R/E and play around the various idea's given. The +1's and +2's are from runes and the mask. They don't cost much, the +2's are real cheap at 100g and the +1s are not so expensive at around 1k (I think).

Rune Trade in any major town will have all the runes you need. Luckily all rangers runes arent very expensive, should beable to set up ur ranger (without vigs/radiants/survivors) for about 1.5k

About the conjure: I think it actually is a pretty bad idea.
You dump 10 points in your secondary to get the conjure.
You waste 1 skill in your skill bar.
You have one enchantments that needs to be kept up and can be stripped.
You have to use an elemental bow string.
All that to get 15 armor dependant bonus damage per shot.
How about just using a vampiric bow? Thats 5 armor ignoring bonus damage and the secondary class is free. The 10 saved points can be put into marksmanship, increasing bow damage and critical strike chance, making it about even in damage (and against high armor targets in hard mode even superior). Unstrippable and without using a skill slot from your bar.
But if you want to dump those 10 points in a secondary attribute line, why not go with Ritualists and take a weapon spell?
You can keep the vampiric string, having this base armor ignoring damage boost and the weapon spell can't be stripped like the conjure. And there are plenty to chose from so you can take whichever fits your style (get damage, get interrupt, get attack speed - your choice!)
I see no reason to ever use a conjure over the Ritualists weapon spells.

Energy could be a reason.
Other then that, the conjures deliver +15 armor ignoring damage, there aren't many /Rt weapon spells that can top that.

The bonus damage from the Conjures ignores armor, and that has already been said in this thread.
The Conjures do more damage to single targets, but they can also be combined with multi-hit attacks from the Ranger profession. Brutal Weapon is the closest thing to the Conjure spells in the Ritualist profession, but it is much more expensive to maintain.
Not owning Factions would be a fairly good reason not to use Ritualist skills, I believe.

The only weapon spells worth considering along the same lines as a conjure are:
Brutal
Splinter
Nightmare
(Maybe)Wailing? The one that interupts spells.
Brutal means that u cant be prot spirited, and that the team cant use aegis. Splinter is crap if they arent mobbed up, and it they are its good, no argument there. Nightmare is only effective when using naturally low damage attacks, and the final one cant be maintained and is very expensive.
The final thing is why cant you have both? Bring a hero with splinter, bring conjure urself and ur got the best of both worlds. Yes you have to use an elemental string, but the damage is nice.

either R/Rt (splinter + pure was li ming), R/Mo (mending touch), or R/W (melee attacker) are the only decent secondaries for ranger in my opinion.
Eles are more open. This is because they generally don't need a secondary (like warriors). You can use E/Mo for self healing/party healing (breeze/heal party) or mesmer for energy/interrupt suppord (p-drain/p-spike). You could go E/D (mystic regen). These all work fairly well.

Would there be a good spell casting (weaken armour) and such spells ranger combo?

You mean something like the rit weapon spell thats causes cracked armour, Sundering Weapon, and Body Shot? Or Mark of Rodgort + a fiery Barrage or Ignite.

If I was going to run some kind of casting moves on ranger I would use [Conjure Lightning] [Shell Shock] [Body Shot]. Aswell as standard ranger skills [Distracting Shot] etc...
You seem to want to cast aswell as use a bow, although im not sure how effective it will be, some skills like [Shock Arrow] or [Lightning Javelin] might not be too bad. They kinda go nicely with a ranger too Well the javelin is more like a para skill, but it looks like an arrow
Oh and btw, read a post on first page, cant remember who it was, but [Poison Tip Signet] doesnt work with [Barrage] or [Volley]. It just poisons the enemy you are actually targetting, not any of the others. Or so it used to anyway, may have been updated.
EDIT: Is there something wrong with the BBcode? Or is it my computer at college thats messed up or something?

BBcode is buggered up atm.
@Brian if you have conjure + barrage + an off character splinter, that imo is better. R/Me for blackout is also quite nice. Its not "cookie cutter" but I sometimes bring blood ritual wen in caster heavy teams. Expertise reduces it to 2 energy which is quite nice. Paragon is good for spears, dervish is good for scythes and ebon dust aura (fun in RA).
The only profession secondary that doesnt offer much for a ranger that I can see is assassin.
